This page describes the work of the Finance, Premises, Health and Safety Committee.
- To review and revised all policies delegated to this committee according to the review plan.
- To formulate, monitor and review the Governing Body’s and Head Teacher’s financial policies, budgets and actions and to ensure that they comply with statutory and Local Authority regulations, roll projections and other constraints.
- To provide support and guidance to the Governing Body and Head Teacher on all matters relating to the school premises and grounds, their security, maintenance, use and development.
Health & Safety:
- To advise the Governing Body and Head Teacher on their responsibilities and priorities concerning Health & Safety within the school premises and to ensure that the school complies with current regulations.
Terms of Reference
|1 To review the Governing Body’s financial policy and actions, ensuring that they are in accordance with statutory requirements and the LA’s financial regulations.|
|2 To advise the Governing Body and Head Teacher on the budget needed to run the school in accordance with statutory requirements and the School Development Plan.|
|3 In consultation with the Head Teacher, to consider the school’s income and to draft the first formal budget in the financial year for the Governing Body to consider.|
|4 To prepare longer-term financial plans having regard to roll projection and signals from central government and the LA regarding future years’ budgets.|
|5 To assist the Governing Body and Head Teacher to prioritise on major items of expenditure.|
|6 To monitor spending against budget and to ensure that expenditure remains within the prescribed limits. To ensure all current Government initiatives are monitored, evaluated and reported.|
|7 To authorise the signing of monitoring reports to the LA.|
|8 To assist the committee dealing with personnel in determining salary levels for individual posts.|
|9 To advise the Governing Body on the purchasing of goods and services so as to obtain Best Value.|
|10 To monitor expenditure of all voluntary funds held by the school and Governing Body.|
|11 To advise the Governing Body on generating additional income.|
|1 To provide support and guidance to the Governing Body and Head Teacher on all matters relating to the school premises and grounds and their security.|
|2 To be aware of the respective responsibilities of the Governing Body and LA in relation to the school premises, to ensure that the LA is informed of any matters for which it has responsibility, and to monitor such issues in order to ensure that appropriate action is taken.|
|3 To inspect the premises and grounds annually or more frequently and prepare reports on any issues identified and the proposed order of priorities for maintenance and development for the approval of the Governing Body.|
|4 To approve the costs and arrangements for repairs, maintenance and redecoration within the budget allocation and to oversee the preparation and implementation of contracts.|
|5 To report the findings of inspections and audits to the Head Teacher and liaise with them to ensure that the appropriate action is taken.|
|6 To monitor and revise the premises elements of the Accessibility Plan.|
|7 To oversee arrangements for the use of school premises by outside users. To maintain a lettings and charges policy for the approval of the Governing Body and to monitor and evaluate the implementation of that policy.|
|8 To consider and make recommendations on risk management and insurance arrangements for the protection of the premises.|
|9 To ensure the discharge of Governors’ responsibilities regarding litter under the Environmental Protection Act 1990.|
|HEALTH AND SAFETY MATTERS|
|1 To ensure that the school complies with current Health and Safety regulations.|
|2 To advise the Governing Body on their priorities concerning Health and Safety within the school premises.|
|3 To undertake regular Health and Safety audits of the premises and to report on these to the Governing Body.|
